cannot lock taskbar
t may some times caused due to the option has "greyout"
so to make it enable we should edit the registry
goto->start->run->regdit->
then HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\policies\explorer
delete the locktaskbar key
